You're right, the root.bin in the netinst.iso I downloaded from gluck a few days ago is already 2151031, too big for a floppy. Bigger floppies than 1.44 is not an option, the oldworld hardware can't read anything except 800k and 1.44M. I guess, we'll have to make some special exceptions for oldworld in the root.bin build. I'll take a look to see if there are any i386-only things we could avoid.
