i found that modconf only works if whiptail-utf8 is installed. with
(plain) whiptail it produces a 'bluescreen' with prompt.

This may be somehow related to bug #162429

So or so, I do not see how 191636 is release critical. It works fine
with recent slang versions in non-UTF8 mode. UTF-8 makes whiptail look a
bit crazy, but it is an issue of whiptail and will be a job for its
maintainer. The issue seems to be related to #191932 and there it will
be dealt with. I am closing this report now.
