Had this on ia64 also. Turned out the busybox-cvs build was broken, 'tr' existed as a link to busybox, but tr functionality was not in busybox. The cause was broken glibc headers.. linux/config.h was getting included and that does "#undef CONFIG_TR" (no token ring), which overrode the CONFIG_TR in busybox.
