There is a project called "bootsplash.org"

Their feature list:

* Nice graphics (JPEG)
* Antialiased text rendering (TrueType)
* Animations (MNG)
* Progress Bar
* Display of boot messages above or below a graphic.
   ("verbose" and "silent" modes)
* Fully themeable
