If the idea is to get the firewall running before any daemon is
installed and started, waiting for base-install is enough.
If the idea is to get the firewall running before connecting to
the net at all the first time, then the idea is severly flawed.
(A computer not listening is more secure without firewall, as
less code is exposed).
