Right. It's broken. Look at /dists/sid/main/debian-installer/binary-i386/Packages For libc-udeb, we have: Filename: /data/.2/debian/pool/main/g/glibc/libc-udeb_2.3.1-17_i386.udeb which is incredibly broken.
