* Added aptitude as an option, and reworked the package selection stage.

* Added a dep on aptitude.
* Changed debconf template merging to merge each of the three sets of
templates in turn; this can work with the new debconf-mergetemplate.
* Build-dep on debconf-utils 1.1.1.
* Tired of all the bug reports about non-us and since non-us is increasingly
less important these days and will not be worth bothering a new user about
by the time sarge is released, I have disabled the code in apt-setup
that deals with it. Closes: #60879 and 7 others
* Capitalize Internet. Closes: #136334
* Added 100 to all return codes of base-config subprograms, so things like
a return code of 10 from debconf slipping in (as it did disastrously with
version 1.33.17..) doesn't cause it to loop back to stage 10 or whatever.
The 110-200 range is set aside for internal errors in debconf, which
should be much rarer, and in fact debconf currently only uses code 100,
which base-config explicitly ignores.
