RTFM helps. Installed a web-server, created ps.cfg in it with the following: d-i netcfg/get_hostname string it-works-now d-i rescue/enable boolean true and added `url=http://192.168.101.18/ps.cfg' to the kernel command line. The file is read but apparently the settings are ignored, exactly as the already mentioned bug report says. So no, something *is* broken here. But it is not the place where the variable is exported.
