Yes, sid and testing change constantly; if you want to use something
that's not stable, you probably want to use those images instead:

  https://d-i.debian.org/daily-images/arm64/daily/

That's surprising, the Linux kernel is usually updated before a point
release, and the installer is rebuilt accordingly, so I wouldn't expect
an issue for (old)stable suites.
