I was under the impression, that kbd-chooser is no longer in use... Many years ago d-i switched away from kbd-chooser to console-setup AFAIK. There is no occurrence of "kbd-chooser" in <https://salsa.debian.org/installer-team/debian-installer/-/tree/master/build/config?ref_type=heads> And kbd-chooser is an udeb-only package.
