I took a brief look, and my best guess is the trouble is being caused in the file post-base-installer.d/05localechooser. There, I noticed "DESTFILE="/target/etc/default/locale"". I believe this file was retired recently in Debian. If I manually set my locale in /etc/locale.conf, things work as expected.
