If it's KDE/Plasma I fixed the issue in the desktop-base package version 12.0.3, currently in testing and that should reach unstable in a couple of days. If you feel like testing the fix you could upgrade to unstable and try with a new user to check that it's fixed. On an existing user running : xdg-user-dirs-update should fix the issue.
