Indeed, it is a recommends relationship.
In the default case of generating a live image (only depend and recommend is followed), this is sufficient to fulfil the recommends (sddm-theme-debian-breeze | sddm-theme) in sddm with sddm-theme-debian-elarun, which is mentioned earlier and therefore the second part of the or-statement will be met.My tests in a freshly installed bookworm system showed, that sddm is indeed installed by sddm-theme-debian-elarun installation (and that matches the Recommends), so don't know, what is right.

2) Starting the live image for LXQt Latest result: https://openqa.debian.net/tests/117381#step/bootwalk_0/7The issue isn't the sddm-theme-debian-elarun is not installed, but the additionally sddm-theme-debian-breeze gets installed too. And sddm-theme-debian-breeze additionally brings in kwin.
