In my understanding, "ignore" carries a negative meaning, as if d-b people didn't *want* to have a look at the proposed patches. https://www.dictionary.com/browse/ignore « to refrain from noticing or recognizing: Law. (of a grand jury) to reject (a bill of indictment), as on the grounds of insufficient evidence. » being understaffed doesn't imply refraining or rejecting, but simply not having the time to even just look at it.
