A default installation of lxqt does not include an applet for network management. If the installation was done using a temporary Ethernet connection and the user now needs to set up WiFi, which is a common scenario for Debian installations, there's no front-end for that. A quick search for semi-novice users usually directs them to wicd, which does not exist in testing or sid. Similarly, there's no applet for setting up Bluetooth connections.
