Yes, setting this works, for example:
debian-installer/language=en
debian-installer/country=CH
debian-installer/locale=en_US.UTF-8

Please note, that I append those parameters to the boot prompt, as in
https://d-i.debian.org/doc/installation-guide/en.amd64/apbs02.html#preseed-bootparms
The result should be the same though.

If you still have problems, did you looked at the second console, what can be 
found there regarding those preseeding values?
