Control: reassign -1 user-setup Control: retitle -1 add admin user to group systemd-journal
I'm going to reassign this bug report to user-setup which I think is the debian-installer component responsible for setting up the initial group memberships. Whether such a change is suitable for a stable release is up to the user-setup maintainers to decide.
