My guess would be that installing over WiFi causes 8 packages to be installed earlier than happens with a wired install. I could imagine that having e.g. wpasupplicant might be deemed a good idea. If all 8 of those packages are also pulled in by the later task selection, then the ones already installed will be missing from the count for the WiFi install, but the end result would be the same. I just had a brief look to see if I could see where this would actually get done in the code, but failed to find it, so this is just a guess.
