Additional information: If instead of current version I use SD card image from 2017: https://get.debian.org/debian/dists/stable/main/installer-armhf/20170615/images/netboot/SD-card-images/ then I don't get the problem of getting stuck in this step. The installer actually starts. But because I have the old version then I get kernel mismatch:
