I just tried the buster alpha 4 installer
http://ftp.nl.debian.org/debian/dists/testing/main/installer-amd64/current/images/netboot/mini.iso
in a VM.  I selected only the ssh server and base tasks at the end.  I
noticed (because my DNS wasn't working) that when I got back into the
system (via rescue disk), resolvconf was not installed.

To me this seems like a pretty essential package, though I guess
NetworkManager and its ilk might  provide an alternative.  Was the omission
of resolvconf an oversight?
