I've tried the daily netboot debian-installer today, and console-setup doesn't automatically preselect the right layout and didn't actually change the layout after I select the right layout. For instance, boot netboot from https://d-i.debian.org/daily-images/amd64/daily/netboot/mini.iso select french language, and France country. At the keyboard layout screen the french layout should be already the default but it defaults to US. Choosing the french layout does not actually change the layout: the qwerty 'q' remains a 'q', and not an azerty 'a'.
