The fact that one package is present doesn't mean that all the required
files will be there.

It's much better to err on the side of caution with this stuff.  If
dbootstrap fails to recognise a CD that would have been OK, all the user
has to do is answer a couple of extra questions.  If it latches on to a
disk that later turns out not to contain all the files it needs, the
installation will probably fail.

Since the Official CDs are the only ones whose contents we can be
reasonably certain about, having dbootstrap look specifically for an
official disk seems like a good approach to me.
