Yes, sadly. Sorry for not being able to explain the whole mechanism of packages/po more directly. This system is a bit complicated but saves a lot of difficult work to translators. About outdated of "incorrect" stuff you found in translations, some might be due to "fuzzy matching" done by gettext : when a new string appears in a PO file, its translation may be prefilled with the translation of similar-looking strings. Of course, in such cases, the translation are marked "fuzzy" and thus won't be used by gettext when building .mo files. That may be confusing to developers who don't notice the fuzzy marker and may think that a translator did a mistake..... Fuzzy matching happens very frequently in D-I, because we have plenty of similarly-looking strings that often differ one from each other by only one word. I usually recommend developers to never ever hack on PO files, even for things that seem really really really obvious.
