This is most probably a duplicate of 759657 ("console-setup w/ systemd
forgets font setting"), try to add
ACTION=="add", SUBSYSTEM=="vtconsole", KERNEL=="vtcon*", RUN+="/bin/setupcon"
to a new /etc/udev/rules.d/90-setupcon.rules file
