I am sorry if I have created the impression that the proposed solution is not accepted. Personally, I prefer to work on console-setup in a batch mode and I plan to work on it during the second half of Ferbruary. Although I am not sure if I will use exactly this solution, I don't mind if other developers decide to upload a version of console-setup with it. The discussion this bug was very helpful and I think I have a reasonable hypothesis and understanding why the present version of console-setup doesn't work with systemd.
