I'm runnning Debian Installer in normal mode (selecting "Install" on splash screen). The FAQ on https://wiki.debian.org/DebianInstaller/FAQ says that "Run in normal mode and wait when the DHCP step is performed, if it fails you are given the option of configuring a static setup." My testing shows that if DHCP detection fails (or if you cancel it), you are thrown to the manual configuration of the name servers only. If you need to configure everything manually, you need to go back twice (!). Then select "Configure network manually". This isn't very userfriendly. The explanation/bug might be that you are thrown back to the last step of the "Configure network manually" process in stead of the first step.
