This package doesn't seem to come with a lot of dependencies, so it might be possible to patch it so that it supports building an udeb, which is a package meant to be used within the installer. It would probably make little sense to have it be used/configured by default, but having it around so that it's available from expert mode would probably fit your use case, right?
