Implemented in r70000 (whee!).
A single occurrence of packages.qa.debian.org remains, but that's a mail
address. I'm not sure there's a corresponding one on the tracker side:
debian-installer_...@packages.qa.debian.org
I've added Raphaël to Cc to query his opinion.
