I've pushed a patch making it possible to require GPG checking: https://anonscm.debian.org/cgit/d-i/debootstrap.git/commit/?id=be99f7b (see also follow-up commit.) Feel free to give it a shot and report back. As for interactive uses, the warning in case of a missing keyring is the very first printed line, so I won't make this the default, for the reasons given by Joey in: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=733179#13 Mraw, KiBi.
