This bug assumes a network install. If an invalid (e.g., one with no Releases file in the dist root) mirror site is entered initially, the system says the Releases file was invalid. But if this is corrected (e.g., with a new mirror site), the installer makes no network connections and immediately gives the same error message. The workaround is to reboot the system, reinstall kernel and modules, reconfigure devices, and proceed with a (correct, working) mirror site.
