I don't think any detailed plan exists.  But, to give you a rough
outline, Debian 3.0 ("woody") is currently in freeze and the intention
is to release it within the next few months.  Woody will be the last
version of Debian to use the old boot-floppies codebase, which is why we
are reluctant to sink any major effort into improving the boot-floppies
at this time.  (Also, we're focussing our efforts at the moment on
fixing bugs and getting boot-floppies ready to freeze, so even if the
code weren't end-of-life this would probably not be the moment to start
introducing new innovations.)

Beyond woody, future releases of Debian will use a new installation
system known as debian-installer.  At the moment this is still in a
fairly early stage of development, but we hope it will be much more
modular, flexible and generally better structured than the old
boot-floppies.  I must admit I haven't really been following the d-i
development; maybe Joey Hess could post a status report.  As far as I
know there isn't any timetable yet for releases beyond woody, but I
would work on the assumption that a debian-installer based release is
probably between one and two years away.
