OK, I had to refactor this somewhat before landing: patch 2 and 3
weren't very well split up (patch 2 introduced a syntax error!), and
patch 3 introduced a lot of duplicated code which I wasn't happy with.
However, having sat on this patch series for four months it would hardly
have been fair to kick it back to you, so I just fixed that up locally.

Furthermore, patch 2 didn't use the name for dosfsck found in the
current dosfstools-udeb package and tried to use the entirely
nonexistent mkfs.fat16 and mkfs.fat32.  I replaced these bits with code
from the current Ubuntu package.

Pushed to master after an installation test, thanks.  I'll work on the
other bits of this ASAP as well.
