This sounds likely. And given gnupg was uploaded on July, 2nd, it's likely the regression comes from there. If you want to make sure you could fetch a daily from before 20140702 and give it a try: http://d-i.debian.org/daily-images/amd64/ If that proves to be correct, that's entirely my fault. gnupg maintainers approached the team long ago asking for tests/feedback which we/I failed to deliver. Since I didn't feel like holding them for more time I gave them a green light recently. I'll probably perform some tests on my own during the weekend, and see whether I can find the reason, a patch, or whether I'm just going to ask for a revert until some more time is spent debugging this.
