Adding SHA256 entries to the Releases file allows debootstrap to continue. This did not completely solve my situation but at least I don't have the subject error anymore.
The steps, after executing apt-move Change to the local mirror directory $ cd local/dists/wheezy/main/binary-amd64 Expand the Packages.gz $ zcat Packages.gz >Packages Calculate SHA256 $ sha256sum * Then copy the output to the end of Releases file, editing to match the SHA1 entries.
