I tested today with latest debian-installer from Git, udebs from sid, and isc-dhcp-client-udeb/4.2.4-7 was able to get a DHCP lease just fine while running under qemu defaults (qemu provides a builtin DHCP service on a virtual network). Only noticed one caveat; it configured a really wide netmask (10.0.2.15/8) which made 10.1.x.x or 10.2.x.x etc. on my local network unreachable. That may be qemu's bug/feature, but 10.0.2.15/24 or smaller is preferable to avoid this problem. Otherwise it could be a dhcp client bug. The error seen by Jan may be triggered by having multiple network interfaces perhaps? And could also be a race condition if multiple dhclient instances stop/start in sequence.
