I think I had the same problem. It was a reserved IP address at the router. I 
have a LAN and use my computer for all apt-cache and other things, so I had 
reserved an IP address in my router. Did a fresh install of 7.4.0 and upon 
reboot I had no network except IPV6. After turning off reserved IP and 
reinstalling, everything worked fine.
