From a quick git grep ENOSPC in both dpkg.git and apt.git, no match except a single unrelated one for apport on the apt side. Pinging the relevant maintainers to make sure might be an idea, asking them how much would be needed to implement it if needed would be another one. Mraw, KiBi.
