I tried to reproduce the problem on my Laptop (i3-2330M) with a Logitech
USB keyboard, that Windows 7 reports as:
HID\VID_046D&PID_C312\7&26B80A52&0&0000
For me the external keyboard worked in the installer.
Furthermore I found the strikingly similar bug #728936 [1], where it was
suggested, that this is a problem only on PowerPCs, but you had this
problem with an i5 processor.
Thus it would be helpful if you could test, whether your keyboard works
with current installers, or if the problem still persists.
To test this, you don't have to actually install anything on your
computer, just burn the installer (or copy it to an USB stick) and
check, whether the keyboard works in the 'Select language' screen.
