It does provide the modules, just not in a udeb. There was one complaint that this prevents grub-installer from including other operating system installed on reiserfs, so that might be a reason to restore the udeb. But it is quite right that partman-reiserfs is removed - we should not be offering reiserfs as an option for new installatons.
