Tracked down to: pkgAcqArchive::pkgAcqArchive(), where Parse.FileName() returns: "pool/main/c/c" Looking further, through debindexfile.cc then debrecords.cc, it looks like debRecordParser::FileName() returns a faulty (truncated) string.
