OK, found the reason for the extra notifications. Exiting when
"rmadison … | grep …" (as a safeguard when qa.debian.org is down,
which happened not so long ago) means that the summary isn't
written to disk. Since it also serves as a way to know which
notifications got sent, they are sent again. And that isn't
because rmadison failed, but because linux-image-* disappeared
from experimental, due to the 3.10 upload to sid.

Getting rid of grep and filtering later in the loop should fix
this (r68730).
