While trying to debug why clock-setup failed to work when installing
using PXE in a Debian Edu network where only the main-server is allowed
to connect to the internet, I discovered that there was no logging from
clock-setup stating exactly which NTP server it was trying to connect
to.

Please add a log line before calling rdate stating which server is used.

When I added such log line, I discovered that the ntp-server DHCP option
passed to the PXE client was ignored by d-i, and it tried to connect to
one of the public NTP servers on the internet instead - and failing.
Did not investigate it, ended up just preseeding netcfg/dhcp_ntp_servers
instead.
