There are 3 DVDs listed on http://cdimage.debian.org/debian-cd/7.0.0/amd64/iso-dvd/ so far you are right. But following the jigdo link to http://cdimage.debian.org/debian-cd/7.0.0/amd64/jigdo-dvd/ I see 10 DVDs. So this is probably a case for debian-cd?
