It's not a bug in udev. It sounds like a bug in the DVD drive's firmware which should be worked around in the kernel (somehow). Please send the output of the command: time /lib/udev/ata_id --export /dev/sr0 (under the Linux 3.2 kernel). Can you also try the kernel parameter: libata.force=noncq or have you tried that?
