Same problem using the 20121212-7 debian-testing-amd64-netinst.iso daily image written to a USB drive. The screen is scrambled, but pressing 'c' and blindly typing "terminal_output=console" overlays a working grub prompt. From there, I can see that gfxmode is still set to "auto". Setting it to any of the supported resolutions (1366x768x32, 640x480x32, 800x600x32, 1024x768x32) then calling "terminal_output gfxterm" brings up the expected Debian graphic behind the Grub command prompt. Was I testing the right image?
