You didn't mention: what language did you choose before that? Everything else depends on that. If you ask for english, you are prompted for english-speaking locations & keyboard. How could it divine it if you didn't ask for the german language in the first place? English language in german country means "I'm an englishman in Germany". And thus the english defaults make most sense. If you want another locale, use the expert mode, or re-configure the locales package after installation.
