It's provided by scsi-modules-* udebs, which are built by the kernel
packaging.

There's only any point in building open-iscsi-udeb on architectures that
ship iscsi_tcp.ko in a udeb, or have it built into their kernel.
According to build logs and Contents-udeb-*, that's currently:

  amd64 i386 ia64 mips mipsel powerpc

I would probably be inclined not to bother building open-iscsi-udeb on
ARM, but, if you're going to do so, the kernel packaging needs to be
changed to build and ship this module.
