It's an Emdebian-specific problem, commonly dash because it's one of the first preinst scripts run (if not the first). Normally, in Debian, this won't happen because dash contains files in /usr/share/man/man1 but these files are removed for Emdebian. What I'm considering is that the existing grip-config package used in Emdebian gets introduced into Debian and provides a udeb to create this directory. It does seem like overkill though.
