Ah, thank you, now I think I know what happened. I had edited the
configuration file of an earlier version and then always answered that
I wanted to keep my changed version instead of installing the new
version.

Advice taken, thank you.

It was, but then I did:

# apt-get purge console-setup
# apt-get update
# apt-get install console-setup

Now it's no longer empty. Sorry for the fire drill.
