You don't have a fsck if the time/count for a fsck hasn't been met. If you have mounted a filesystem ro every time but the 6 months (or whatever time period) has elapsed then you will get a fsck. You could use tune2fs (or an equivalent for other filesystems) to make it an indefinite period. As for power outages, last time I was using a Debian/Unstable laptop I noticed that ext2/3/4 filesystems were remounted with different timeouts according to the power state.
